This accessibility statement applies to the Highclere Parish Council Website – https://www.highclerepc.uk/
 

We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • zoom in up to 300% without the text spilling off the screen

  • navigate most of the website using just a keyboard

  • navigate most of the website using speech recognition software

Highclere Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

The website framework is compliant with the Web Content Accessibility Guidelines version 2.1 AA standard. Some content is partially compliant, due to the non-compliances listed below within the technical information about the accessibility of the site.

We know some parts of this website are not fully accessible:

  • the text will not reflow in a single column when you change the size of the browser window

  • you cannot modify the line height or spacing of text

  • some older PDF documents are not fully accessible to screen reader software

  • live video streams do not have captions

  • some of our online forms are difficult to navigate using just a keyboard

  • you cannot skip to the main content when using a screen reader

  • there’s a limit to how far you can magnify the map on our ‘contact us’ page

We are unable to provide a text relay service for people who are deaf, hearing impaired or have a speech impediment. The Council Office does not have audio induction loops.

We are based at the Highclere Village Hall members of staff or councillors can meet visitors in the ground floor meeting rooms or reception area of by appointment.

Non-accessible content
 

Some pages may contain attachments which are not currently compliant, such as:

  • Many of our older PDFs and Word documents do not meet accessibility standards – for example, they may not be structured so they are accessible to a screen reader.

  • Maps displayed by Google Maps – we don’t control how Google Maps displays information, but where possible we provide addresses within the web page’s text (via HTML). When Google makes their map output accessible, we will update our technology accordingly

  • Content produced by third parties or using third party software.

Disproportionate burden

We have not identified any areas that we believe constitute a disproportionate burden.

Content that’s not within the scope of the accessibility regulations

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix meeting agendas or minutes for meetings which were published prior to 23 September 2018.

 

Live video
We do not plan to add captions to live video streams because live video is exempt from meeting accessibility regulations.

What we’re doing to improve accessibility

  • Training is provided to ensure all new content meets accessibility criteria.

  • Internal processes are in place to check the website regularly as content changes.

  • We aim to carry out a quarterly reports to identify accessibility issues which will then be addressed.
