Whilst Summer is a beautiful time of year, it is really important that hedges, trees and grass are maintained for the visual and physical safety of road and path users. Hampshire County Council is responsible for trees on public roads- see here: https://www.hants.gov.uk/transport/roadmaintenance/roadproblems/treehedge#:~:text=To%20report%20a%20problem%20with,each%20post%20facing%20the%20road.
Also see the RSPB advice on garden hedges here: https://www.rspb.org.uk/birds-and-wildlife/advice/gardening-for-wildlife/plants-for-wildlife/garden-hedges/hedge-law/#:~:text=Regardless%20of%20ownership%2C%20no%2Done,branches%20which%20overhang%20your%20boundary
What about hedges that spill over onto footpaths and pavements? They are the responsibility of the landowner, not HCC and it is really important that they are cut back to the original line of the pavement and do not cause any visual or physical obstruction.
Please check your hedges and trees that adjoin pavements and roads.
To report any issues, please follow the Hants link above.
